HS - add budget bars dynamically with scroller

Add progress bars dynamically to overview in a scroll pane.

At commit 38f11ed7 the program started failing to load budgets after adding more constants to the Expense category enum and using them to create budgets. The added constants were removed in the following commit, but the issue must be resolved so that the user can have more categories to choose among.
