Resolve "JDK 9 is not supported"

22-jdk-9-is-not-supported into master
  • Patch the SB code from the 8.3.0 relase to 9.0.1.
  • Change Docker image to use JDK 10
  • Update all sub-projects to a JDK 9 execution environment
