Added test classes for FileHandlingSelectedBudget and FileHandlingBudgetArchive
Modified .yml file, hopefully allowing for coverage reports the completion of the generatepdf stage in pipeline without hitting failure Pipeline shows failure but it was in the generatepdf stage
