Email restrictions

There should be restrictions so that a user dont get spammed on "send_notification" endpoint

Have a variables named:

• days_betweeen_notify: that controlls that there cannot be sent notification before a time limit
• notify_limit: That controlls that a user cannot get a email about a unit more than x amount of times
