Style BudgetInfo component

• Add more feedback for whether new values are better/worse than previous year, e.g. green/red arrows next to new values.
• Make a clearer divide between this years values and last years values, e.g. change the font type/size for "Juni 2020" and put a border around the corresponding values?
• Format amounts to a more standard format, e.g. 24524654 --> 24 524 654
